Accomplishments

 

  • Selectman Rosa is the only Selectman to author Warrant Articles to limit tax impact on residents and business;

  • Worked with the LRTA Rep. to bring free parking to the Billerica Train station on weekends and holidays;
  • Pushed for the pedestrian safety improvements to the Town Center and Micozzi beach areas;
  • Working with the state on a $550k boat launch for Billerica on the Concord River at no cost to the town;
  • B.O.S. voted to lower property taxes in 2014;
  • As Chair of B.O.S. I got the MoU done for the dog park to bring the dog park to reality;
  • Co-authored a Warrant Article, with his mom, to make Billerica the official "Yankee Doodle Town";

Governor Baker Signing the Yankee Doodle Town Bill

  • Authored the Warrant Article to protect veterans from the age restriction of Civil Service;
  • Authored the electrical By-Law to help eliminate double telephone poles;

  • While Chairman of the Board of Selectmen in 2005/2006, Mike created the Fiscal Efficiency portion of the Agenda.  This program was designed to give credit and publicly recognize those employees who found ways to save money and to inspire them to find additional savings.  The Town has saved millions of dollars;

  • Selectman Rosa supported neighborhoods that are impacted by Chapter 40B developments;

  • Selectman Rosa worked with the Housing Partnership Committee to institute affordable units without negatively impacting the Town;

  • Selectman Rosa instituted the "Town Hall" mailbox for Billerica resident's 24/7 convenience;

  • Selectman Rosa authored the Fire Hydrant Maintenance By-Law to provide added safety for Billerica residents and fire fighters;

  • Selectman Rosa authored the Sewer Betterment By-Law which brings sewerage to residents years before they otherwise would have received it, saving thousands on replacing their septic system and adding value to their homes;

  • Selectman Rosa supported the Warrant Article to form the Land Bank Account to preserve open space in Billerica;

  • Selectman Rosa is responsible for the designated "Senior Citizen" parking at Billerica Town Hall;

  • Created the "Welcome Home" certificates, as a show of appreciation to our Veterans for their service to our Town and Country.  Mike feels we cannot do enough for our men, women and the families of our armed forces to thank them for their sacrifices and putting their lives on the line for all of us;

  • Authored the Warrant Article to protect Veterans from the age restriction of civil service;

  • As Chairman of the Board, brought a plan before the B.O.S. to address the lack of recycling in Billerica, which now saves the taxpayers milions;
